As expected, Qualifying Offers were not extended to Chooch, Doc.
According to Jim Salisbury of CSN Philly, the Phillies, as predicted, will not extend qualifying offers to right-handed starter Roy Halladay and right-handed catcher Carlos Ruiz. Halladay, 36, was dreadful, pitching through an assortment of injures last season, posting a 6.82 ERA in 13 starts, seven of which were outings of five innings or less. Ruiz, 34, played in 92 games after serving a 25-game suspension to start the year, hitting .268/.320/.368 with five homers, his lowest total since 2008.
Qualifying offers would have been $14.1 million for one season for each player making them easy passes for a Phillies squad looking to improve a shaky line-up, starting rotation, and bullpen. This, of course, does not mean either play won’t be returning to Philadelphia for 2014 but neither player should expect to receive anything close to that number on the free agent market. Because a qualifying offer was not extended, the team or teams that sign Halladay and/or Ruiz would not need to surrender a draft pick to do so.
